Add ingredients to a wide mouth jar
Or whatever will fit your immersion blender. The order that you add things matters only because some jars have a line for “1 cup” which makes adding the oil first helpful. Any neutral oil is fine, or try a weird oil! Any mustard is probably fine, any vinegar is probably fine. You could also add any other spices you want either now or after emulsifying, depending what your plans are for this “fancy mayo”. If I was making this as a dedicated (say, honey garlic) sauce, I’d add that (garlic powder and honey) at this step.
